I just got my 75 440 Whip to start without starting fluid but it doesn't idle and smokes a lot. Any thoughts on these two symptoms? I thought maybe it sounded a bit lean as well.

Kinda sounds like it is running rich.
I would suggest a new needle and seat in the Walbro "Float Style" carburetor. It is probably not seating (sealing) at an idle causing raw fuel to enter the engine.
Pretty easy fix!
Pull the float bowl off and inspect the bowl for dirt and replace the needle and seat underneath the float arm. Probably will need a new float bowl gasket too.
Nice part about the Walbro float carb is that they are easy to understand (and fix)!

you can try MFG supply.com also. they carry a lot of old school parts. their in Wisconsin.
