I have a chance to buy a 1969 Scorpion Mark II for a restore project. Overall it’s in very doable condition but has no track. It comes with a 1972 Stinger chassis pretty well stripped down however it does have a decent track and bogies, are these interchangeable? Also does anyone know where I’d be able to get a front bumper for this beauty?

I would say so. I can't think of any reason why the 1972 Polyurethane track and suspension wouldn't fit into the 1969 chassis.
If you are going to ride the 1969 very often you will need to convert to the 1970 and newer self-energizing drum brake. The 1969 disc brake absolutely did NOT work at all. A big disadvantage to the 1969 is the bolt-on hood. It needs to be un-bolted every time you need to remove it. The other disadvantage is the "speed-sensing" driven clutch. It was great for blowing belts. The 1970 and newer Scorpions had a much better "torque sensing cam" driven clutch.
I suggest pulling everything off of the 1969 and installing it on 1972 chassis (with the aluminum chain case, drum brake and "torque sensing" driven clutch). This way you could easily convert to a tip-up hood also.
I do not know were you would find a 1969 front bumper.

I believe that Jack P is working on the bumpers. Dean Peterson had them but then sold out to Jack. I don't know if he has them in stock yet.
