I really like my freshly renovated Sting except for the inner drum brake on the secondary pulley... an old design even for 1980. Any ideas on improving its' stopping power?

I was wondering this myself. My brake is worn to the screws. I haven't got around to looking for a replacement.

The brake shoes are available. If you keep the brake drum clean and the brake adjusted properly its not too bad. I picked up a whip that had a KH400 mechanical disk brake setup grafted onto it, that locked up the track very fast. I think the caliper was off an arctic cat. The caliper was on a homemade bracket at the top of the chaincase and clamped down on the lip of the fixed sheave.

I do have a new shoe.
It's just not a very efficient system...
I think I can envision the homemade setup and I'll keep it in mind...right now a quick stop is just wishful thinking!
